ALECSO 26th Conference: Mr. Belabed reviews the gains and challenges of the education sector in Algeria

The Minister of National Education, Abdelhakim Belabed, during his participation yesterday, Saturday in the Tunisian capital, in the works of the 26th session of the General Conference of the Arab Organization for Education, Culture and Science (ALECSO), reviewed the activities and gains of the education sector in Algeria, the challenges it faces and the rational policy of the authorities for its promotion, according to a statement issued by the same ministry, today, Sunday.

In his capacity as Chairman of the National Commission for Education, Science and Culture, Mr. Belabed also recalled Algeria’s efforts within the framework of the implementation of the program of the President of the Republic, Mr. Abdelmadjid Tebboune, to “strengthen the democracy of education in order to provide opportunities for success for the largest number of students within an educational system based on equality and equal opportunity.”

In the same context, he referred to “the government’s action plan to carry out the President’s program, which aims to include deep pedagogical reforms, especially at the level of primary education, including reviewing school curricula and reducing the weight of the portfolio.”

He stressed the need to “develop the idea of ​​digital solidarity in education among the countries of the Arab region through the exchange of experiences and expertise,” noting that “the importance of this initiative has appeared in the context of using information technology tools and platforms and the Internet to continue the educational process.”

To this end, the Minister announced the organization, during the last quarter of 2022 in Algiers, of the second Arab Forum on “the production of quality open access resources”, in application of the tenth recommendation of the 11th Conference of Arab Ministers of Education, held in Manama (Bahrain) in November 2019.

Recalling the instructions of the President of the Republic for the creation of a Higher School of Mathematics and a National Higher School of Artificial Intelligence, operational for the 2021-2022 academic year, Mr. Belabed assured that these two schools provided highly qualified training that met international standards in these two specialties, which are so important for technological and economic progress”.

Algeria won first place “in the Arab Mental Calculation Championship, organized in February 2021 by the Arab Republic of Egypt, and in the 24th Arabic language, rhetoric and poetry recitation competition for the middle school students category, organized at the end of last March, still in the same country”, he recalled.

In addition, the Minister mentioned the creation of the National Commission for Olympiads in a number of disciplines, including “the Mathematical Olympiads”, as well as the interest granted by the State to young talents who must benefit from “quality education and special care to develop their gifts and abilities”.

The minister also highlighted “the authorities’ interest in inclusive education through improving mechanisms to take care of children with special needs,” as he said, “a plan was drawn up to take care of children with autism, while improving the school accompaniment mechanism for those who are integrated into regular departments,” stressing “the president’s keenness on Preserving the rights of people with special needs and taking care of them.”

In a related context, Mr. Belabed praised ALECSO’s efforts in “preparing and crystallizing the draft Arab plan for education in emergencies and crises, a plan that will allow the development of mechanisms to guarantee the right to education for all groups, regardless of the conditions and circumstances.”

In this regard, the Minister submitted a proposal to establish an “Arab Commission for Comprehensive Strategic Studies, following the example of the National Institute for Comprehensive Studies, which is under the tutelage of the President of the Republic noting in this regard the need to “include it among the final recommendations of this conference”.

Regarding the Palestinian issue and the reality of education in it, the Minister of National Education addressed in his speech the “right to education,” stressing that Algeria “painfully records the conditions of culture and education in Al-Quds Al-Sharif as a result of the repeated attacks on cultural institutions, and violations of institutions of education and higher education.”

On the occasion, he called for “continuing to provide support to the state and people of Palestine in the cultural and educational fields, due to their importance in preserving the Palestinian identity and continuing the struggle for independence and liberation.”
