Cabinet meeting: examining draft laws related to several sectors.

Prime Minister, Minister of Finance, Mr. Aïmane Benabderrahmanechaired today, Wednesday, a cabinet meeting devoted to examining draft laws related to the sectors of justice, the interior, local communities, urban development, higher education and scientific research, housing, urbanization and the city, agriculture and public works, according to a statement of the Prime Minister’s services.

“Prime Minister, Minister of Finance, Mr. Aïmane Benabderrahmane, chaired on Wednesday, December 08, 2021, a cabinet meeting, held at the Government Palace here in Algiers.

During its weekly meeting, the government examined the following points:

In the field of justice:

A preliminary draft of the organic law that defines the methods for electing members of the Supreme Judicial Council and the rules for its organization and work has been examined.

This draft law, which falls within the framework of implementing the provisions of the Constitution of 1 November 2020 (Articles 180, 181, and 182), aims to instill the commitment of the President of the Republic to a comprehensive and deep justice reform and to affirm its independence, which is guaranteed by the Supreme Judicial Council.

This guarantee is actually translated through the constitutionalization of the formation of this body and the expansion of its powers, and in order to avoid interference by the executive authority in the exercise of the tasks entrusted to it, the draft organic law excluded the representation of the executive authority in its formation.

This draft law also sets guarantees of integrity and transparency in electing the Councilmembers

It defines the modalities for exercising its extended exclusive powers in the field of:

1- Appointing judges and managing their careers

2- Respecting the Basic Law of the Judiciary, the ethics of the judge, and the control of judges’ discipline

3- As well as protecting judges from any prejudice to their independence.

Finally, and in line with the established procedures, this draft law will be examined during an upcoming meeting of the Council of Ministers.

In the field of the interior, local communities and urban development:

A draft executive decree on vehicles’ registration has been submitted, providing for measures aimed, on the one hand, at developing an integrated national road traffic policy, and on the other hand, at providing accurate statistical data that will allow public authorities to formulate clear and nationally orientedpolicies.

In the field of higher education and scientific research:

A draft executive decree has been submitted regarding the establishment of the Higher School for the Deaf and Dumb. The establishment of this school comes in implementation of the instructions of the president of the republic which provide for the provision of quality teaching for the benefit of the Deaf and Dumb, through the training of teachers of the National education sector or other sectors, which will be provided with skills and pedagogical and educational tools to meet the needs of this segment of society.

In the field of housing, urbanization and the city:

A draft executive decree has been submitted specifying the conditions for settling completed or under construction buildings that do not conform with the delivered building permit, in implementation of Article 144 of the Finance Law for 2021.

Therefore, a procedure has been established that allows to regularize the status of the above-mentioned buildings, which already have a building permit and comply with the following:

General rules of reconstruction in terms of:

1- Infringement of the retreat area inside the property.

2- Opening unauthorized facades.

3- Raising unauthorized levels or floors.

4- Expanding outside the authorized area.

Building standards related to stability, safety, seismic risk, etc., according to the technical report submitted by the civil engineer and approved by the National Authority for the Technical Supervision of Construction (CTC), as the case may be.

Finally, the buildings concerned are settled by submitting the modified building permit or the conformity certificate, in return for paying a fine whose amount is determined according to the nature of the infringement and the type of building.

In the field of agriculture:

The Minister of Agriculture and Rural Development made a presentation on the progress of the process related to the rehabilitation, expansion and development of the Green Dam.

This strategic national project, with an agro-ecological character, launched in the early seventies, stretches over an area of ​​3.7 million hectares, and crosses the entire national territory from east to west, with a length of 1,500 km and a width of 20 km.

The progress status of this project is as follows:

Reclamation of 950,000 hectares for the benefit of 25,000 beneficiaries.

Open tracks on an area of ​​40,000 hectares.

Distribution of 15,000 solar panels.

Distribution of 132,000 livestock farming units for 20,000 beneficiaries.

With regard to the prospects and work plan of this project, it is planned in the first place to expand its area to 4.7 million hectares with the rehabilitation of the existing forest areas on an area of ​​159.000 hectares, as well as the grazing areas on an area of ​​1.89 million hectares.

It is also planned to carry out reforestation on an area of ​​288,000 hectares.

For this purpose, a joint ministerial committee will be formed to follow up the work of reviving this project of national importance.

 

In the field of public works:

A presentation was made by the Minister of Public Works on alleviating traffic congestion in the capital, the presentation centered on structuring projects that would reduce traffic congestion on the two main axes of the East motorway and the Southern ring road, according to the expectations of traffic development.

In this context, various alternatives were presented to expand the capacities of these hubs by resorting to the best options at the technical level.

An evaluation presentation was also made on the progress of projects that have already been launched during the past two (02) months.”
