In the field of Agriculture and Rural Development:
The Minister of Agriculture and Rural Development presented a draft executive decree on the decommissioning of a plot of agricultural land intended for the construction of a seawater desalination plant in the municipality of Fouka, province of Tipasa.
It should be noted that this draft law is part of the implementation of the decisions of the President of the Republic relating to the construction of five (05) new desalination plants in the provinces of El Tarf, Béjaïa, Boumerdes, Tipasa and Oran with a capacity of 300,000 m3/day each.
In the field of digital development:
The Government examined the file of digital development in Algeria, through various presentations introduced by the members of the Government whose sectors are particularly involved in this process. These are the following topics and themes:
The national digital transformation strategy.
The Minister of Digitization and Statistics presented the national digital transformation strategy which is in line with commitment no. 25 of the President of the Republic and which aims to improve connectivity, generalize the use of information and communication technology (ICT), especially in public service administrations and improve the governance of the economic sector.
The Government Data Center project.
The Minister of Post and Telecommunications presented an update on the project to build a Government Data Center which is part of the program for the digitization and modernization of administrations, bodies and public services. Its implementation aims to meet the current and future needs of institutions and public administrations in terms of organization, processing and storage of large volumes of data, while guaranteeing the continuity of services and data security.
The development of the international telecommunications transport network.
In this regard, the Minister of Post and Telecommunications made a presentation which outlines the objectives of this action which aims to secure the international network by diversifying the connection points in Algeria and abroad and to increase the capacity of international bandwidth in anticipation of the consequent evolution of digital data traffic.
Security issues related to digital transformation.
The Minister of Post and Telecommunications drew up a report on the challenges and risks of digital transformation which concern the aspects of securing the data of individuals, companies and institutions and those linked to the proper functioning of computerized systems including companies and modern administrations. As a result, digital security has become an important aspect of sovereignty of states and a major challenge for their economic development. In this regard, the approach taken by the government in the matter is based on the following aspects:
– Protection of citizens and government infrastructure
– The response to possible threats besetting the national ecosystem
– The development of expertise, systems and governance frameworks
– Coordination and collaboration through the establishment of intersectoral mechanisms.
The digital ecosystem in Algeria.
The Minister Delegate to the Prime Minister in charge of the knowledge economy and start-ups indicated in this context that Algeria has been part of a digital transformation process for several years, essentially focused on the development of a digital infrastructure, the emergence of a true digital economy and online access to public services.
