Government meeting: examining of two draft presidential decrees and a draft executive decree related to youth, tourism and telecommunications sectors

Prime Minister, Minister of Finance, Aïmene Benabderrahmane, chaired today, Monday, a government meeting at the Government Palace, devoted to studying two draft presidential decrees and a draft executive decree related to youth, tourism and telecommunications sectors, according to a statement issued by Prime Minister services:

During the meeting, a presentation was made by the Minister of National Solidarity, Family and Women’s Issues.

At the beginning of the meeting, the government listened to a presentation by the Minister of Youth and Sports on a draft presidential decree defining the tasks, formation, organization and functioning of the Supreme Youth Council.

This draft text was studied by the government, in light of the directives and instructions given by the President of the Republic on the occasion of the cabinet meeting held on March 21, 2021, which stipulate the necessity of enriching the draft text related to the aforementioned council, prior to its issuance.

After that, the government listened to a presentation by the Minister of Tourism and Handicrafts on a draft presidential decree that amends and completes Presidential Decree No. 02-479 of December 31, 2002, which includes the establishment of the National Tourism Council, and defines its powers, organization, and work.

This draft text comes within the framework of supporting the process of revitalizing national tourism, particularly by strengthening consultation and coordination between the various sectors involved in tourism activity.

The government also listened to a presentation by the Minister of Post and Telecommunications on a draft executive decree that defines the principles of tariffs for electronic certification services.

This draft text was adopted in implementation of the provisions of Law No. 15-04, which defines the general rules related to electronic signature and certification. The provisions of this draft decree oblige the provider of electronic certification services to publish or at least display a detailed statement on its website of the definitions of electronic certification services in line with the principles of non-discrimination and transparency, which ensure open, fair and dynamic competition.

In this regard, the Prime Minister made sure, as a result of this presentation, to recall the directives that the President of the Republic had given, in order to improve services related to Internet access, by, in particular, raising the level of flow, in order to facilitate and favor the access of citizens and economic operators. to remote services provided by various public administrations.

Finally, the government listened to a presentation by the Minister of National Solidarity, Family and Women’s Issues on the school care system for children with autism spectrum disorders, in anticipation of the beginning of the 2021-2022 school year.

On this occasion, it was pointed out that the sectors of national solidarity, civic education and health have initiated a series of measures for the benefit of children with autism spectrum disorders aimed at ensuring their education in the best conditions and allowing their full integration.

After the presentation, the Prime Minister recalled the directives of the President of the Republic, which he gave during the cabinet meeting held on April 18, 2021, with the aim of finding the most appropriate mechanisms that allow to take care of these children.

Moreover, the concerned ministers were tasked with providing all the necessary facilities to support these children by the aides, including their relatives.
