Local elections: decision specifying conditions for withdrawing and ratifying registration form for individual signatures of candidates

The head of the Independent National Electoral Authority, Mohamed Charfi, issued a decision regarding the subscription form for individual signatures in favor of the lists of candidates to elect members of the Municipal and Provincial People’s Assembly and to ratify them, in anticipation of the local elections scheduled for November 27.

In accordance with the provisions of the decision, “the forms for subscribing individual signatures are withdrawn from the representative of those intending to run for political parties or free candidates, who are legally qualified, to the province delegation of the Independent National Authority for Regional Elections, by submitting a letter announcing the intention to form a list of candidates to elect members of the municipal or provincial people’s council.”

The communiqué added, “With the aim of facilitating the process of ratification of individual signatures subscription forms, the decision issued by the President of the Independent National Electoral Authority expanded the list of persons to whom the status of legally qualified public officers was added to include each of the general secretaries of municipalities and any employee authorized by them, notaries, Judicial bailiffs and auctioneers.”

The decision also includes “translators, official translators, technical directors and public affairs, director of local administration, elections and elected officials (in the province of Algiers), heads of bureau of administrative districts, heads of service in the Directorate of Technicians and Public Affairs, heads of departments, heads of projects for the province of Algiers and general secretaries of departments.”

The authority’s press release indicated that “ratification of the forms for subscribing individual signatures in favor of the lists of candidates to elect members of the municipal and provincial popular council is exempt from stamp duty, registration and judicial expenses.”
