
The President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence, Mr. Abdelmadjid Tebboune chaired, on Sunday, a meeting of the Council of Ministers devoted to presentations on the state of the knowledge economy and start-ups, the university training system and its modernisation, electronuclear energy in Algeria and the progress report on the implementation of the general population and housing census, according to a press release issued by the Presidency of the Republic:
“Mr Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defence, today chaired a meeting of the Council of Ministers devoted to presentations on the state of the knowledge economy and start-ups, the university education system and its modernisation, electronuclear energy in Algeria and the progress report on the implementation of the general population and housing census, the examination of the draft law on the cinematographic industry having been postponed to a later date.
After the opening of the session by the President of the Republic and the presentation of the agenda, the Prime Minister presented the Government’s activity report.
Following a presentation on the file of the Quran in Braille published in Algeria, the President ordered that it be printed and distributed, free of charge, inside and outside the country, including at the Paris Mosque, so that members of Muslim communities throughout the world established in France could benefit from it, and that the Algerian flag and the expression ” Free of charge ” be displayed. The President then gave the following directives and instructions:
1- Regarding the implementation of electronuclear energy in Algeria:
– Directing investment in electronuclear energy towards medical use, in particular radiotherapy for patients suffering from cancer or other diseases requiring this technology.
– Intensify joint scientific research with major world institutions in order to increase the storage capacity of solar energy, according to a programme with well-defined objectives coordinated between the Ministries of Energy and Higher Education.
2- Regarding the university training system and its modernization:
The President ordered:
– The reinforcement of the cohesion noted between the sectors of Higher Education and Start-ups, welcoming the unification of efforts in the service of the national economy.
– The close revision of the current organisation of both the LMD and classical systems, according to a consensual vision of the university community, with proposals to be submitted to the Council of Government before presenting them to the Council of Ministers.

– Elaboration of a nomenclature of scientific specialities for the equivalence of diplomas from foreign universities, systematically, for Algerian graduates, with a view to facilitating the return of competences and benefiting from their higher education and from the experiences of our students and teachers coming from abroad.
3- Regarding the Knowledge Economy, Start-ups and micro-enterprises
– The President welcomed the progress made in this sector, which is attractive to young talent and contributes to the creation of jobs and wealth.
– The President of the Republic welcomed the dynamics of the higher education system, aimed at encouraging students to create their start-ups, and ordered further coordination at this level.
– The issue of micro-enterprises should be resubmitted to the Council of Government and then presented to the Council of Ministers for a final decision on this issue.
– The President reaffirmed the commitment of the State to encourage young people and to support and develop start-ups, while creating an enabling environment to contribute to the revival of the national economy.
4- Regarding the evaluation of the implementation of the general population and housing census
– The Council of Ministers has scheduled another session, within the next two months, to present the final results of the census operation and to use the results within the framework of government planning strategies in various sectors, particularly the socio-economic sector.
