Prime Minister: President of the Republicis following with special interest the proceedings of the Arab-China summit, and wishes it every success

In his speech delivered on the occasion of his participation in the proceedings of the Arab-China Summit, Prime Minister Aïmene Benabderrahmane said : “I am pleased, at the outset of my speech, to convey to you the greetings of the President of the Republic, Mr. Abdelmadjid Tebboune, the acting chairman of the League of Arab States at the Summit Level and who follows with special interest the proceedings of this summit and wishes it every success, as it is a new step in the process of building a strategic partnership between China and Arab states, based on the principles of mutual respect, fruitful cooperation and common growth, and as a qualitative addition to building a new, more balanced international economic system, to be a model for South-South cooperation.

Your Majesties, Highnesses and Excellencies;

Our meeting today prompts us to recall the relation between the Arab and Chinese civilizations that are deeply rooted in history, as the two sides have had relations that date back to more than 2,000 years, through the Silk Road, by land and sea, and peace, openness, tolerance and cooperation were a prominent feature of the relations between the two sides.

Our contemporary history, for its part, testifies to the continuation of this distinguished historical legacy through many stages of cooperation and solidarity between the two parties, as China did not hesitate to support the Palestinian cause and support liberation movements in the Arab countries, at a time when Arab states didn’t fail to back the One China principle and in restoring its legitimate seat at the United Nations.

Therefore, our meeting today comes at a renewed date with history to continue deepening cooperation between the two sides, which in recent years has witnessed a qualitative leap, with which the rates of trade exchange and intra-investment have reached record levels, making China the first trading partner of the Arab countries which, for their part, have become the seventh trading partner of China and its first supplier of crude oil.

This partnership moved to a new stage through the establishment of the “Arab-Chinese Cooperation Forum” in 2004, as a comprehensive framework for collective cooperation, supported by political, economic and social mechanisms, followed by the Arab countries’ response to the Chinese “Belt and Road” initiative and their involvement in its projects.

We affirm our support for this initiative because it relies on development programs in the field of basic infrastructure, communications and energy, which would create interconnection between our economies, a more smoothness in trade exchange and a broader space for our joint investments.

I also do not miss to praise, as part of Arab-China relations, the support that China provided to the Arab countries to combat the Corona virus pandemic, in a nice model of solidarity relations between developing countries, in which the human dimensions are inseparable from economic and trade relations.

Your Majesties, Highnesses and Excellencies;

On a bilateral level, Algeria and China have historical and strategic relations that date back to the Algerian liberation revolution, as China was the first non-Arab country to recognize the interim government in 1958. The two countries also share the same views towards major issues of common concern and also share the unswerving support to the questions with great interests for both countries.

The cooperation between the two countries culminated in their signing of a declaration to establish comprehensive strategic partnership relations in 2014, and they also adopted the second five-year plan for the comprehensive strategic partnership (2022-2026). In the past few days, the executive plan for the joint construction of the Belt and Road Initiative, that Algeria joined in 2018, was signed, in addition to the 2022-2024 three-year plan for cooperation in important areas.

The signing of these documents days before our summit, reflects the common desire of Algeria and China to serve and promote comprehensive and fruitful cooperation between the Arab world and the People’s Republic of China.

Your Majesties, Highnesses and Excellencies;

In light of the polarization of the international system and the inability of the United Nations to resolve crises in our region and in the world, strengthening strategic relations between the Arab world and China would contribute to the emergence of a multipolar world away from unilateral policies and hegemonic endeavors.

In this context, I would like to commend our common stance towards the Palestinian issue, which represents the central issue in the Arab world and which requires intensifying the efforts of both sides to find a just, comprehensive and lasting solution to it.

My country took the initiative, at the Arab Summit that it hosted last November, and which was rightfully a “reunification summit,” to propose the establishment of an Arab Communications and Coordination Committee in order to support the Palestinian cause to demand the convening of an extraordinary general assembly, to grant the State of Palestine full membership in the United Nations. We call on China from this summit to engage in this endeavor and support the Arab position.

In conclusion, I would like to renew my thanks to the leadership and people of the Kingdom of Saudi Arabia, hoping that this summit will achieve our aspirations for strengthening and developing our cooperation, in order to serve the goals of peace, security and development, and to achieve the aspirations of our peoples for further progress, prosperity and development.
