The Prime Minister presides over a cabinet meeting

The Prime Minister, Aïmene Benabderrahmane, chaired, today, Wednesday, a government meeting at the Government Palace, during which the following points were studied:

In the field of justice:

A preliminary draft law related to the protection and preservation of state lands was examined, submitted by the Minister of Justice, Keeper of the Seals.

This preliminary draft of this law, which was initiated based on the instructions of the President of the Republic, provides for a new legal system that would allow to effectively combat illegal constructions carried out on state lands, enhance the responsibility of their managers and ensure optimal utilization of state lands.

It establishes a legal framework that prohibits and approves severe penalties that may reach imprisonment for a period of twenty (20) years, and the imposition of a fine of two million (2,000,000) Algerian dinars, for every encroachment on state lands or actions that lead to the deterioration of its value or change its status or character.

According to the procedures in force, this draft text will be exmined during an upcoming meeting of the Council of Ministers.

In the field of work and operation:

The Minister of Labour, Employment and Social Security presented two (02) draft legislative texts, which are as follows:

  1. A preliminary draft law related to trade union organizations and the exercise of the trade union right, which falls within the framework of implementing the instructions of the President of the Republic, and aims to define the principles and rules related to freedom of association and the protection of the exercise of the right to trade union, and aims to adapt the content of the current system to the provisions of the Constitution of November 1, 2020 that enshrine the principles of freedom of expression and freedom of association.

It should be noted that this draft text, which aims to strengthen the legal framework for the exercise of the right to trade union and to formulate a new law to be applied in the public and private economic sectors and in the civil service sector, constitutes a necessary reform and challenge in order to promote freedom of association and protect the trade union right.

It also comes within the framework of reviewing the provisions of Law No. 90-14 of June 2, 1990, related to the modalities for exercising the trade union right, after an experience of more than thirty-two (32) years, with the aim of enriching its provisions in accordance with the conventions of the International Labor Organization that our country has ratified, Especially Convention No. 87 on freedom of association and protection of the right to trade union and International Labor Convention No. 98 on the right to organize and collective bargaining.

  1. Preliminary draft law on the prevention and settlement of collective labor disputes, aimed at defining the provisions relating to the prevention and settlement of collective labor disputes and the exercise of the right to strike.

It is worth noting that this draft text, which repeals and replaces the provisions of Law No. 90-02 of February 6, 1990, related to the prevention and settlement of collective disputes at work and the exercise of the right to strike, falls within the framework of implementing the directives of the President of the Republic related to the dedication of more flexible mechanisms for social dialogue, Consensual, balanced and effective settlement of collective disputes, allowing for the establishment of a favorable environment for national economic revitalization and the maintenance of social peace.

Finally, and in accordance with the procedures in force, the two preliminary drafts for these two laws will be studied during an upcoming meeting of the Council of Ministers.

In the field of energy:

The government listened to a presentation by the Minister of Energy and Mines on the roadmap for the development of the hydrogen branch in Algeria, as it aims to diversify the energy supply, enhance energy security, accelerate the energy transition and reduce the carbon footprint of our country.

It should be noted that the roadmap includes several axes that constitute the national strategy for the development of hydrogen, allowing national and international actors to obtain the necessary vision regarding policies, regulations and incentive and encouraging measures that will be adopted by public authorities in order to spread the hydrogen branch in our country.

In the field of marine fishing:

The government listened to the presentation of the Minister of Fisheries and Fishing Products on the road map for the fisheries sector and fishing products. The presentation touched on the most important work accomplished since 2020 and provided a forward-looking analysis regarding the goals of 2023 and 2024, by highlighting the work to be undertaken and the strategic goals to be achieved.

These works relate to the various fields of activity of the fishing sector, especially fishing products, building and repairing ships, and improving the social and economic conditions of marine fishing and aquaculture professionals.

It should be recalled that the government’s action plan, in its part related to the development of marine fishing and aquaculture, aims to raise production in the horizons of the year 2024 to reach 166,000 tons of fishing products, of which 24,000 tons are from aquaculture fish.
